Vice President, Programs

Position Summary:

Reporting to the President & CEO, the Vice President oversees the high-quality implementation and continued excellence of NJFPL’s publicly funded sexual and reproductive health services programs. As a Senior Leadership team member, the Vice President collaborates with the Leadership Team to enhance a strong organization-wide strategy and ensure excellence and compliance across all NJFPL programs. The VP leads all program strategy and design, engagement of provider agencies, and implementation of highest-quality family planning and STD services programs. The Vice President of Programs will oversee NJFPL’s programming, including the TITLE X family planning, state reproductive health program, and other special programs.

Responsibilities and duties

  • Strategizes for improving access to sexual and reproductive health services for people in need across the state of NJ. Compile and update needs assessments and other resources to support this effort.
  • Oversees all NJFPL sub-recipients in delivering high quality family planning services, using evidence-based approaches, current practice standards and in compliance with NJ State regulatory requirements, NJ Department of Health program requirements and Title X program requirements. Monitor program performance weekly, to advise staff and providers on macro-level strategy and execution issues.
  • Monitors and communicates policy changes to staff and subrecipients. Maintain awareness of current NJ State funding and Title X requirements, Family Planning best practices and major changes in recommended standards of care, contraception, STD and other aspects of sexual health, Medicaid, Plan First and state health insurance exchange.
  • Leads the strategic vision and structure of NJFPL’s approach to training and technical assistance for subrecipient provider agencies, to support their clinical, administrative, and executive staff. Drive the launch of a new training center to consolidate and enhance these offerings.
  • Oversees NJFPL’s ongoing quality assurance and quality improvement activities for clinical services and grants management. Supervise and provide strategic guidance to NJFPL’s Clinical Director and Program Directors. Nurture collaboration across NJFPL departments and staff to support the organization’s mission and standards of excellence.
  • Develops & maintains relationships with local, state, and national partners. Spearhead partnership management and stakeholder engagement, most significantly with NJFPL’s subrecipients. Facilitate recruitment and onboarding of new sub-recipient providers and oversee the smooth integration of new sub-recipients into the NJFPL provider network.
  • Represents NJFPL at meetings, conferences and external coalitions as assigned. Expect to travel once annually to a meeting/conference in another state. (Work-related travel expenses are reimbursed, including mileage for personal vehicle use.)
  • Leads the development of NJFPL funding applications to NJ Department of Health and US Department of Health and Human Services for continued NJ State family planning and STD services grants, Title X service grant funds, and for supplemental funds, as available and appropriate. (At minimum, this includes an annual competitive application to NJ Department of Health and an annual renewal application to DHHS – with a competitive application to US DHHS every three years)
  • Lead the design of new program offerings along with needed resource development to support both pilot and implementation.

Supervisory Responsibilities

  • Directly supervise, mentor and manage Program Team employees.

Work Schedule and Time Commitment

  • Flexible Schedule – The League maintains a flexible schedule. Employees must work at least seven (7) hours per day with a thirty (30)-minute lunch period. Employees must begin the workday between 8:00 a.m. and 9:30 a.m. All employees are expected to be available between 9:30 a.m. and 3:30 p.m.
  • Hybrid Schedule – The League maintains a hybrid work environment. Employees must work in the League office a minimum of 3 days a week and may work in a remote capacity the remaining 2 days per week. Employees may elect to work in the office up to 5 days a week.
  • Flexible hours and schedule must be coordinated with your supervisor and are subject to change based on business needs.
  • Travel required throughout New Jersey.

Required Education and Experience

  • Bachelor’s degree or equivalent required.
  • Master’s degree in public health, social work, human services, and/or healthcare or not for profit management preferred.
  • 10+ years’ work experience in public health.
  • Prior experience with New Jersey public health, Medicaid systems, and family planning funding streams a plus.
  • Direct experience managing, monitoring, evaluating, and writing grants, reports and proposals for federal, state, municipal and private foundation grants – including adherence to program regulations, budget preparation and compliance and program activities reporting.
  • Demonstrated commitment to improving access to quality sexual and reproductive health services, including a full range of family planning healthcare services and contraceptives, and improving maternal and infant health outcomes.
  • Exceptional leadership and strategic thinking skills, and ability to consider direct service implications of the strategic plans and operations of a network intermediary like NJFPL.

Quality Assurance and Improvement (QA/QI) Nurse Manager

Position Summary:

The Quality Assurance and Improvement (QA/QI) Nurse Manager monitors and supports the provision of high quality, equitable, comprehensive sexual and reproductive healthcare by the New Jersey Family Planning League’s (NJFPL) grant funded network of providers across the State of NJ. This position will work with the Clinical Services Director to manage the clinical aspects of a provider network of family planning and services healthcare agencies. The QA/QI Nurse Manager is primarily responsible for ensuring compliance with current clinical guidelines, Federal Title X (10) and NJ State Department of Health requirements, monitoring services and outcomes using data and observation and identifying areas for improvement and collaborating with healthcare providers to improve and enhance the quality of care.

Essential Functions:

  • Review and analyze data, to identify trends in sexual and reproductive health. 
  • Develop and implement quality improvement (QI) initiatives based on data analysis to enhance sexual and reproductive health outcomes. 
  • Provide technical assistance to agencies under the Clinical Services Director’s guidance to ensure high quality sexual and reproductive health services are provided. 
  • Conduct health center site visits for quality assurance and improvement while supporting the clinical needs of the agencies. 
  • Perform comprehensive program reviews to monitor compliance with federal Title X, state and organizational regulations, draft written reports and follow up on performance issues. 
  •  Prepare detailed reports on program compliance, sexual and reproductive health trends, and QI initiatives for internal and external stakeholders. 
  •  Participate in regular meetings and contribute to discussions on quality improvement strategies and initiatives. 
  •  Incorporate a health equity lens into all QA/QI activities to ensure equitable treatment and care outcomes. 
  • Identify and address disparities in sexual and reproductive health treatment and prevention efforts among different patient populations. 

Education, Skills, and Experience:

To be successful in this role, the ideal candidate will possess the following skills and experience:

  • Bachelor’s degree in nursing (BSN) from an accredited university required. 
  • Active RN license in New Jersey. 
  • Minimum of 3 years of clinical experience, with at least 2 years in quality assurance/quality improvement role. 
  • Ability to develop plans and execute a project from inception through goal by creating and communicating clear steps and timeline.

Accounting Manager

Position Summary:
Reporting to the Vice President of Finance, the Accounting Manager is responsible for overseeing day-to-day accounting operations, managing vendor relationships, preparing financial reports, and ensuring compliance with accounting regulations. This position plays a key role in month-end closing, audits, and financial planning while also contributing to the company’s efforts to reduce costs and enhance revenue. This position collaborates with all members of the organization.

Essential Functions:

  • Review and post invoices and expense reimbursements.
  • Complete check runs
  • Manage vendor relationships, including setup, maintenance, and W-9 collection.
  • Review aging reports and follow up on outstanding receivables.
  • Prepare and submit retirement plan contributions.
  • Perform bank, investment, and other financial reconciliations.
  • Create and enter month-end journal entries.
  • Update membership dues and perform bank reconciliations for FPA and FPCA
    accounting.
  • Prepare financial reports, memos, and reconcile revenue and subrecipient payments.
  • Manage grant payments, track insurance, and ensure timely payments.
  • Monitor cost-per-patient statistics compared to prior years.
  • Prepare quarterly funder reports (FFR) and expenditure reports.
  • Reconcile Form 941 and review 1099s.
  • Facilitate audit and Form 990 preparations.
  • Assist in the annual budget process.
  • Update and develop financial policies and procedures.
  • Manage and update general ledger codes, programs, and departments.
  • Deactivate outdated general ledger codes, programs, and departments.
  • Draw down funds from grants and manage payment dues.

Financial Oversight:

  • Recommend strategies to reduce costs and enhance revenue.

Program Director

Position Summary:
Reporting to the Vice President of Program Services, the Program Director will manage and execute activities related to the high-quality implementation, oversight and maintenance of NJFPL’s publicly funded sexual and reproductive health
services programs. The Program Director will communicate and coordinate with members of the programs team and other NJFPL departments to assure smooth and effective operations and interactions with NJFPL sub-recipients and funders.
The Program Director is primarily responsible for management and execution of activities related to NJFPL’s NJ Health Department and federal Title X funded family planning and STD services grants. NJFPL projects are funded through grants
from both US Department of Health and Human Services (US DHHS) and NJ Department of Health. As the grantee and steward of public funds, the NJFPL manages and sub-contracts funds to service providers throughout the 21 counties of
NJ. The Program Director will manage program-wide deliverables, activities and monitoring of sub-recipient project performance.

Responsibilities and Duties:

  • Grant Progress Reporting
    • Ensure that NJFPL is meetinng all programmatic grant reportinng deadlines and submit our progress reports to our funders (quarterly for DOH; annually for Title X).
    • Work in collaboration with the data team to ensure that data reports are accurate and analyze data to identify important trends in patient demographics and service delivery (quarterly).
  • Grant Applications
    • Conduct needs assessment to determine community-level need for sexual and reproductive health services to help inform NJFPL’s strategy for improving and expanding access to these services statewide (comprehensive needs assessments are typically done once every 3-5 years, but updated research is compiled for grant applications annually).
    • Develop project work plans that outline the goals, objectives, and activities that NJFPL plans to accomplish during the grant period (annually for each grant).
    • Work in collaboration with the programs team and executive management to draft and edit the narrative portions of all grant applications (annually for each grant).
  • Quality Improvement
    • Develop and maintain systems and processes that support a culture of continuous quality improvement at NJFPL (ongoing).
    • Meet with QI consultants to advance QI initiatives at the NJFPL and provider agency level (at least 1-2 times a month).
    • In collaboration with our QI consultants, facilitate meetings and trainings for NJFPL and provider agency staff that support knowledge and skill growth in the areas of QI and data measurement (as needed).
    • Develop and implement quality measures that leverage the use of data we receive from our providers and support our ability to effectively assess and manage provider agency performance (ongoing).
  • Training/TA
    • Ensure that training and TA opportunities that support professional knowledge and skills development for provider agency staff are made available throughout the year (ongoing).
    • In collaboration with the programs team, prepare the training calendar and finalize training topics/content (annually).
  • Maintain positive and collaborative relationships with provider agencies and funders.
    • Visit provider agencies/attend meetings with them virtually or onsite (ongoing throughout the year).
    • In collaboration with the programs team, convene providers to provide shared learning and networking opportunities. Present on program updates and trends during these meetings (2-4 times a year).
    • Meet with grant project officers monthly and provide programmatic updates (twice a month).
    • Represent NJFPL in external meetings and conferences hosted by our funders or other important stakeholders (1-3 times a year).
  • Program Expansion and New Provider Onboarding
    • Onboard new providers, service sites, and project staff by providing training, TA, resources, and ongoing support (Meet with new providers weekly at first, then bi-weekly, then monthly, etc. until they are fully onboarded and integrated into NJFPL’s programs).
  • Marketing
    • Provide feedback and guidance to NJFPL marketing consultants on the content shared on NJFPL’s website and social media platforms to ensure alignment with reproductive health best practices (at least monthly).
    • Approve ad campaigns to ensure alignment with NJFPL priorities, grant deliverables, and reproductive health best practices (as needed).
  • Policies and Procedures
    • Develop and maintain NJFPL program standards and other policies and procedures (as needed).
    • Develop and maintain systems and processes to maximize efficiency of program operations (as needed).
    • Maintain awareness of federal and state grant requirements, legislative changes impacting reproductive health access, and clinical best practice in order to ensure alignment in our program policies, procedures, and standards (ongoing).

Program Manager

Position Summary:
The Program Manager is primarily responsible for management and execution of activities related to NJFPL’s NJ Department of Health and Federal Title X funded family planning and STD services grants, as well as participating in monitoring the performance and compliance of the sub-recipients. Education, Skills, and Experience:

To be successful in this role, the ideal candidate will possess the following skills and experience:

  • Graduation from an accredited college with a Bachelor’s degree.
  • Minimum of (3) years’ experience having responsibility for analyzing, monitoring, maintaining, or implementing programmatic service delivery.
  • Experience with the provision of sexual and reproductive health services and/or analyzing and interpreting reproductive health data.
  • Experience with data management and analysis for government grants and program monitoring.

Work Schedule and Time Commitment:

  • Hybrid Work Environment – NJFPL maintains a hybrid work environment. Employees must work in the NJFPL office a minimum of 3 days a week and may work in a remote capacity the remaining 2 days per week. Employees may elect to work in the office up to 5 days a week.
  • Travel within the State is required once per month. This position requires the employee to have access to transportation for in-state travel. Out-of-state travel to training or conferences is expected once annually. Work-related travel expenses are covered by NJFPL.

Quality Assurance Nurse Manager

Position Summary:

The Quality Assurance and Improvement (QA/QI) Nurse Manager monitors and supports the provision of high quality, equitable, comprehensive sexual and reproductive healthcare by the New Jersey Family Planning League’s (NJFPL) grant funded network of providers across the State of NJ. Reporting to the Clinical Services Director, this position is primarily responsible for ensuring compliance with current clinical guidelines, Federal Title X (10) and NJ State Department of Health requirements, monitoring services and outcomes using data and observation and identifying areas for improvement, and collaborating with healthcare providers to improve and enhance the quality of care. This position will work with the Clinical Services Director to manage the clinical aspects of a provider network of 20 family planning and abortion services healthcare agencies. The ideal candidate will have experience implementing quality assurance and improvement initiatives, be committed to reproductive healthcare access for all, be a passionate advocate of health equity and quality with a strong understanding of the root causes of inequities and the social determinates of health.

Responsibilities and Duties:

Developing and Implementing Tools and Initiatives:

  • Assist in the creation of program monitoring tools, performance and outcome measures, and audit schedules.

New Jersey Family Planning League (NJFPL)  

The New Jersey Family Planning League (NJFPL)’s mission is to promote family planning and related services in the State of New Jersey; to act as a fiscal conduit from funding sources to member Projects and to seek out and help secure funding sources for member Projects. 

NJFPL is a 501(c)(3) non-profit organization dedicated to supporting a network of 20 healthcare providers across the entire state, serving over 123,000 family planning patients and nearly 24,000 abortion patients annually. Our network includes 63 family planning healthcare service locations and 24 abortion care sites. Program Director

Position Summary:

Reporting to the Vice President of Program Services, the Program Director will manage and execute activities related to the high-quality implementation, oversight and maintenance of NJFPL’s publicly funded sexual and reproductive health services programs. The Program Director will communicate and coordinate with members of the programs team and other NJFPL departments to assure smooth and effective operations and interactions with NJFPL sub-recipients and funders. The Program Director is primarily responsible for management and execution of activities related to NJFPL’s NJ Health Department and federal Title X funded family planning and STD services grants. NJFPL projects are funded through grants from both US Department of Health and Human Services (US DHHS) and NJ Department of Health. As the grantee and steward of public funds, the NJFPL manages and sub-contracts funds to service providers throughout the 21 counties of NJ. The Program Director will manage program-wide deliverables, activities and monitoring of sub-recipient project performance.

Essential Functions:

Grant Progress Reporting

  • Ensure that NJFPL is meeting all programmatic grant reporting deadlines and submit our progress reports to our funders.

Grant Applications

  • Develop project work plans that outline the goals, objectives, and activities that NJFPL plans to accomplish during the grant period.
  • Work in collaboration with the programs team and executive management to draft and edit the narrative portions of all grant applications.

Quality Improvement

  • Develop and maintain systems and processes that support a culture of continuous quality improvement at NJFPL.
  • Meet with QI consultants to advance QI initiatives at the NJFPL and provider agency level.
  • In collaboration with our QI consultants, facilitate meetings and trainings for NJFPL and provider agency staff that support knowledge and skill growth in the areas of QI and data measurement.
  • Develop and implement quality measures that leverage the use of data we receive from our providers and support our ability to effectively assess and manage provider agency performance.

Training/TA

  • Ensure that training and TA opportunities that support professional knowledge and skills development for provider agency staff are made available throughout the year.
  • In collaboration with the programs team, prepare the training calendar and finalize training topics/content.

Maintain positive and collaborative relationships with provider agencies and funders.

  • Visit provider agencies/attend meetings with them virtually or onsite (ongoing throughout the year).
  • In collaboration with the programs team, convene providers to provide shared learning and networking opportunities. Present on program updates and trends during these meetings (2-4 times a year).
  • Meet with grant project officers monthly and provide programmatic updates (twice a month).
  • Represent NJFPL in external meetings and conferences hosted by our funders or other important stakeholders (1-3 times a year).

Program Expansion and New Provider Onboarding

  • Onboard new providers, service sites, and project staff by providing training, TA, resources, and ongoing support (Meet with new providers weekly at first, then bi-weekly, then monthly, etc. until they are fully onboarded and integrated into NJFPL’s programs).

an external communications and marketing strategies to amplify NJFPL’s voice in the arena of family planning and abortion care access, as well as provide messaging support for policy and advocacy.

Essential Functions:

Communications and Marketing

  • Develop and implement an engaging and compelling external communications and marketing strategy to raise awareness of NJFPL’s mission and impact in the State of New Jersey and regionally.
  • Evaluate the effectiveness of the communications and marketing strategy by setting priorities, metrics, and monitoring outcomes.
  • Manage existing communications and marketing vendor relationships including contract and budget management.
  • Maintain brand standards and establish style and voice for NJFPL across all organizational communications.
  • Develop messaging, talking points to support NJFPL’s goals and objectives, as well as support staff, board, and surrogates in delivering effective messaging on behalf of the organization.
  • Manage all aspects of external digital communications, including social media, website, and establishing an external email communications program.
  • Coordinate earned media and reporter engagement.
  • Support advocacy efforts at the state and national level with effective and timely messaging.

Development and Fundraising

  • Establish NJFPL’s strategic philanthropy strategy and set priorities for fundraising from specific sources (individual, philanthropic, large donor, commercial partnerships, etc.)
  • Develop the necessary infrastructure to support individual giving as well as foundation and other giving sources.
  • Evaluate the effectiveness of the development strategy by setting priorities, metrics, and monitoring outcomes.

Leadership and Strategic Guidance

  • Provide strategic leadership to the organization for effective communications strategies and sustainable
    development.
  • Act as a thought leader and partner with other members of the leadership team and President & CEO.
  • Communicate with and support board members as messengers and fundraisers for the organization.

Education, Skills, and Experience:

To be successful in this role, the ideal candidate will possess the following skills and experience:

  • Excellent communication skills. Ability to distill and communicate complex information to a variety of audiences and to build and maintain relationships with media.
  • Curiosity and a willingness to try new strategies and modify them to achieve success.
  • Attention to detail and an ability to produce high-quality work on a deadline.
  • Experience working in, or deep familiarity with, sexual and reproductive health, reproductive rights, abortion access, and/or reproductive justice fields.
  • Open to giving and receiving feedback and committed to practicing both regularly.
  • Demonstrated knowledge and proficiency with communication technologies like social media schedulers, Google Analytics, email systems, and other media analytics tools.
  • Demonstrated experience with messaging development and communications planning.
  • Demonstrated experience with campaign development – particularly with creating nonprofit fundraising, marketing/communications strategies, and donor relations with foundations, individuals and corporations
    and other sources.
  • Experience in individual giving, philanthropy, and grant writing.
  • Demonstrated experience in responding effectively to shifting and evolving fundraising priorities.
  • Demonstrated experience cultivating and maintaining donors in a mission-driven organization.
  • Expert at developing impactful messaging, talking points, messaging platforms, and marketing strategies.
  • Familiarity with the policy and political landscape concerning sexual and reproductive healthcare access and abortion access at the state and federal level.
  • Education in communications, marketing, public relations, fundraising, nonprofit management, or similar preferred.
  • 8-10 years of relevant experience.

Compensation & Benefits:

Status: Full-time, Exempt

Salary Range: $105,000 – $120,000, depending on experience

Reports to: President & CEO
