Summary
Reporting to the CEO, the Chief Financial Officer (CFO) oversees the management and reporting of New Jersey Family Planning League’s (NJFPL or the “League”) financial activities, including but not limited to accounts receivable, accounts payable, payroll, purchasing, insurance and risk management, banking, tax reporting and audit. The CFO works collaboratively with the CEO on financial trend analysis, strategic planning, forecasting, and streamlining business operations.
Responsibilities and duties
- Manage all accounting functions including but not limited to accounts receivable, accounts payable, payroll, and purchasing.
- Ensure all financial reports are prepared in a timely and accurate manner.
- Oversee accounts payable function including but not limited to compliance with expense reporting, capitalization policy, and purchasing procedures.
- Prepare and present financial statements and related reports including but not limited to balance sheets, income statements, cash-flow reports, central office budgets, and variance analysis.
- Participate in the strategic management of operating costs and prepare financial analysis reports of internal cost control and organizational performance.
- Supervise monthly balancing of books and monthly account reviews; prepares and presents monthly financial statements.
- Review, evaluate and implement accounting systems, policies, and procedures.
- Coordinate annual independent audit and preparation of annual tax documents.
- Direct central office budget preparation, reviews budget proposals, and prepares necessary supporting documentation and justification for proposed budgets.
- Provide management with timely reviews of organization’s financial status and progress.
- Ensure compliance with statutory payroll tax reporting.
- Responsible for the programmatic and strategic documents for internal and external audits as well as annual budgets, bank reconciliation, and variance analysis reports.
- Assist with special projects as required.
- Perform other duties as assigned.
Strategic Leadership
- Serve as a trusted advisor to the CEO and Board on financial strategy and organizational sustainability.
- Develop long-range financial plans aligned with the organization’s mission and strategic objectives.
- Support board finance and audit committees with timely, clear financial analysis and reporting.
Financial Management & Operations
- Oversee all accounting functions including general ledger, payroll, accounts payable/receivable, and cash management.
- Develop and manage the annual operating and capital budgets.
- Monitor financial performance and provide variance analysis and recommendations.
- Ensure strong internal controls and financial policies are in place and followed.
Compliance & Risk Management
- Ensure compliance with GAAP, federal and state regulations, IRS requirements, and funder restrictions.
- Oversee annual audit, tax filings (Form 990), and financial reporting requirements.
- Manage organizational risk, insurance coverage, and financial safeguards.
Grants & Funding Support
- Provide financial oversight for grants, contracts, and restricted funds.
- Partner with program and development teams on budgeting, grant proposals, and financial reporting to funders.
- Ensure accurate tracking and reporting of restricted and unrestricted funds.
Team Leadership
- Lead, mentor, and develop the finance team.
- Foster a culture of accountability, transparency, and continuous improvement.
- Collaborate cross-functionally with program, operations, and development teams
- Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws.
- Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems
Work Schedule and Time Commitment
- Flexible Schedule – The League maintains a flexible schedule. Employees must work a minimum of seven (7) hours per day with a thirty (30) minute lunch period. Employees must begin the workday between 8:00 a.m. and 9:30 a.m. All employees are expected to be available between 9:30 a.m. and 3:30 p.m.
- Hybrid Schedule – The League maintains a hybrid work environment. Employees must work in the League office a minimum of 3 days a week and may work in a remote capacity the remaining 2 days per week. Employees may elect to work in the office up to 5 days a week.
- Flexible hours and schedule must be coordinated with your supervisor and are subject to change based on business needs.
- Very limited travel required.
- Attend annual or semi-annual in-person conferences.
Required Education and Experience
- Bachelor’s degree in Accounting, Finance, or related field (MA/MBA preferred).
- 8+ years of progressive financial leadership experience, preferably in a non-profit setting.
- Strong knowledge of non-profit accounting, GAAP, and fund accounting.
- Experience working with boards, audits, and financial reporting.
- Strong working knowledge of forecasting and financial reports.
- Strong working knowledge of data collection, data analysis, evaluation, and scientific method.
- Prior experience with accounting software required. Netsuite experience preferred.
- Ability to work with all levels of management.
- Strong organizational, problem-solving, and analytical skills; able to manage priorities and workflow.

Summary
Reporting to the President & CEO, the Vice President oversees the high-quality implementation and continued excellence of NJFPL’s sexual and reproductive health services programs. As a Senior Leadership team member, the Vice President collaborates with the Leadership Team to enhance a strong organization-wide strategy and ensure both excellence and compliance across all NJFPL programs. The VP leads all program strategy and design, engagement of provider agencies, and implementation of family planning and STD services programs.
Responsibilities and duties
- Strategizes for improved access to sexual and reproductive health services for people in need across the state of NJ. Compile and update needs assessments and other resources to support this effort.
- Oversees all NJFPL sub-recipients in delivering high quality family planning services, using evidence-based approaches, current practice standards and in compliance with NJ State regulatory requirements, NJ Department of Health program requirements and Title X program requirements. Monitor program performance to advise staff and providers on macro-level strategy and execution issues.
- Monitors and communicates policy changes to staff and subrecipients. Maintain awareness of current NJ State funding and Title X requirements, Family Planning best practices and major changes in recommended standards of care, contraception, STD and other aspects of sexual health, Medicaid, Plan First and state health insurance exchange.
- Leads the strategic vision and structure of NJFPL’s technical assistance efforts for subrecipient provider agencies, to support their clinical, administrative, and executive staff.
- Oversees NJFPL’s ongoing quality assurance and quality improvement activities for clinical services and grants management. Supervise and provide strategic guidance to NJFPL’s Clinical Director and Program Directors. Nurture collaboration across NJFPL departments and staff to support the organization’s mission and standards of excellence.
- Develops & maintains relationships with local, state, and national partners. Spearhead partnership management and stakeholder engagement, most significantly with NJFPL’s subrecipients. Facilitate recruitment and onboarding of new sub-recipient providers and oversee the smooth integration of new sub-recipients into the NJFPL provider network.
- Represents NJFPL at meetings, conferences and external coalitions as assigned. Expect to travel once annually to a meeting/conference in another state. (Work-related travel expenses are reimbursed, including mileage for personal vehicle use.)
- Leads the development of NJFPL funding applications to NJ Department of Health and US Department of Health and Human Services for continued NJ State family planning and STD services grants, Title X service grant funds, and for supplemental funds, as available, required and appropriate.
- Lead the design of new program offerings along with needed resource development to support both pilot and implementation.

Required Education and Experience
- Bachelor’s degree or equivalent required.
- Master’s degree in public health, social work, or human services preferred.
- 10+ years’ work experience in public health.
- Prior experience with New Jersey public health, Medicaid systems, and family planning funding streams.
- Direct experience managing, monitoring, evaluating, and writing grants, reports and proposals for federal, state, municipal and private foundation grants – including adherence to program regulations, budget preparation and compliance and program activities reporting.
- Demonstrated commitment to improving access to quality sexual and reproductive health services, including a full range of family planning healthcare services and contraceptives, and improving maternal and infant health outcomes.
- Exceptional leadership and strategic thinking skills, and ability to consider direct service implications of the strategic plans and operations of a network intermediary like NJFPL.
- Strong skillset and passion for program development and all aspects of program design, with mindfulness of health equity, patient-centered care, and design practices that elevate the voices and experiences of those most directly impacted.

Summary
Reporting to the VP of Finance, the Accountant is responsible for managing the general ledger, account reconciliations, cash receipts, depreciation, accruals, restricted asset releases, and preliminary monthly accounting cycle closing. This role requires exceptional attention to detail to produce NJFPL’s financial data by researching, investigating, and identifying trends or anomalies efficiently and effectively.
Responsibilities and duties
- Develop and maintain financial record-keeping and reporting systems.
- Process payroll, billing, receivables, payables, cash receipts, cash disbursements, and general ledger functions.
- Prepare reconciliations and follow up on unusual items.
- Reconcile program income generated versus sub-recipient agency funding.
- Monitor program income submitted on expenditure reports.
- Collect quarterly expenditure reports and consolidate them by funding sources.
- Reconcile sub-recipient expenditure reports with submitted grant budgets.
- Collect annual audits from sub-recipients and ensure proper reporting.
- Maintain a list of contracts and their status.
- Prepare invoices and ensure all general ledger accounts are reconciled monthly.
- Process monthly closing entries and reconcile bank accounts.
- Reconcile grants paid to agencies with expenditure reports.
- Process payroll entries in
- Track and reconcile FPA membership dues and payments.
- Process FPA bank deposits and email renewal invoices to members.
